The Lead Analytics Product Owner will create best-in-class data principles for analytic data systems along with high-value models to standardize interactions between Optum data systems. The Lead Analytics Product Owner will describe data structures used by data consumers in order to improve management insights for growth and to improve quality and effectiveness of analytics. He or she will author artifacts defining standards and definitions for storing, processing and moving data, including associated data structures, classifications and individual data elements. Additionally, he or she will map the details within these their artifacts to business processes, non-functional characteristics, QA criteria and technical enablement. The role is responsible to be constantly thinking through the needs of the business to support efficient and error free processes. The Lead Analytics Product Owner represents best practices in data management when prioritizing features for development, approving user stories, and ensuring clear communication.
Essential Duties and Responsibilities (including but not limited to the following):
Performance Requirements:
• Create and deliver a best-in-class business data standards for analytic data systems and models to standardize interactions between Optum data systems
• Determine structural data requirements by analyzing consumer usage, operations, applications, and programming
• Monitor the analytic data environments and addressing data issues and problem
• Submit reports to management that outline the changing data needs of the company and provide related solutions
• Use knowledge of the provider-sponsored health insurance to effectively inform the work of analytic data efforts
• Ensure Optum managed analytic information assets support company strategic goals; includes cross-initiative data model standardization and/or striation by creating and verifying data acquisition requirements and strategy
• Define and communicate the overall vision, objectives and goals of the analytic data systems and models to standardize interactions between Optum data systems
• Develop data solutions by designing systems, physical structures, functional capabilities, security, back-up, and recovery specifications
• Develop data structure design and architecture documentation for the technical, management and executive teams
• Develop flowcharts and defines ideal access techniques; supports installation and documents activities
• Works with product, financial control, analysts, users and other stakeholders to understand business requirements and translates them into data acquisition strategies
• Provide metadata management support for data stakeholders and owners; develops metadata policies, standards and processes for business, operational and technical metadata
• Create data monitoring models for each business process and work with data consumers on updates
• Align data architecture to Optum solution architecture; contributes to overall solution architecture
• Provide insight into the changing data environment, data processing, data storage and utilization requirements for the company and offer suggestions for solutions
• Act as the primary advocate for data management standards and principles, establishing best practices with a focus on assuring metadata accuracy and interoperability; escalates exceptions
• Represent the data area, when needed, to external stakeholders, leaders and other teams
• Analyze data implementation methods to make sure they are in line with company policies and any external regulations that may apply
• Create UAT test cases, organize and facilitate UAT testing, track test results, and work with the scrum master and agile team to resolve issues
• Help maintain the integrity and security of the company data
• Other – Performs other duties as assigned including support for data architecture resources

Qualifications:
• Proven track record of success directing the efforts of data architects, engineers and business analysts within a deadline-driven and fast-paced environment
• Hands-on experience in leading healthcare data transformation initiatives from on-premise to cloud deployment
• Demonstrated experience working in an Agile environment as a Data Product Owner
• Hands-on work with cloud platforms (AWS, Azure, GCP), including creating RDBMS data structures, accessing them with external-ingestion and object-oriented storage (S3, ADLS, GCS)
• Proven results using an analytical perspective to identify patterns within complex strategies and ideas, and break them down into logical steps; transform code and data into logical patterns to be analyzed
• Knowledge of provider-sponsored health insurance systems/processes and the Healthcare industry
• Experience developing, prototyping, and testing new data structures, processes, products or services
• Proven ability to work in distributed systems
• Proficiency with relational, graph and noSQL databases required; expertise in SQL
• Ability to work independently and as part of a team
• Ability to manage multiple projects/deadlines, identifying the necessary steps and moving forward through completion
• Skilled in Microsoft Office including Project, PowerPoint, Word, Excel and Visio
Experience:
• 10+ years’ experience in a data architecture, data engineering or data modeling
• 5+ years’ experience in data modeling tools and programing languages such as java or python
• 5+ years’ experience working in a Big Data ecosystem processing data; includes file systems, data structures/databases, automation, security, messaging, movement, etc.
• 5+ years’ experience working in a production cloud infrastructure
• 15+ years’ experience working within healthcare related industry
Education:
• Bachelor’s Degree or Master’s Degree in Computer Engineering or related field
