- Description
The company, a national IT consulting company, is seeking a Senior
Project Manager to lead a complex, multi-year regulatory
transformation initiative for a public-sector regulatory body in
British Columbia. The Project Manager will provide delivery leadership
across policy development, licensing readiness, systems integration,
communications, and operational transition to support the regulation
of new health professions under provincial legislation.
This role requires strong governance capability, stakeholder
coordination, and experience delivering large-scale regulatory or
licensing programs in highly regulated environments.
Responsibilities:
* Lead end-to-end delivery of a multi-phase regulatory implementation
program from pre–Day 1 readiness through post–Day 1 operational
transition.
* Establish and maintain integrated project plans, schedules,
dependencies, milestones, and reporting structures.
* Drive alignment across policy, legal, IT, communications, and
operational workstreams.
* Coordinate development of bylaws, policies, eligibility frameworks,
and licensing processes in alignment with legislative and regulatory
requirements.
* Support implementation of restricted activities, titles, and
delegation frameworks.
* Ensure program compliance with provincial health legislation,
regulatory standards, and privacy requirements.
* Oversee design and implementation of legacy licensing processes for
existing professionals.
* Support development of sustainable application and renewal
workflows for new applicants.
* Lead planning for transition from project-based delivery to
steady-state regulatory operations.
* Coordinate iMIS system integration planning and data architecture
for licensing and registry functions.
* Oversee legacy data collection, verification, and migration
activities.
* Support public registry display and operational reporting
requirements.
* Facilitate collaboration with internal leadership, regulatory
partners, and external vendors.
* Support development and rollout of communications, website content,
webinars, and engagement materials.
* Lead executive briefings, steering committee sessions, and key
decision forums.
* Identify program risks, dependencies, and constraints and implement
mitigation strategies.
* Manage change impacts across people, processes, and systems.
* Ensure issues are escalated and resolved in a timely and
transparent manner.
Requirements:
* 10+ years of progressive experience in project or program
management, including leadership of complex, multi-year initiatives.
* Demonstrated experience supporting regulatory bodies, licensing
organizations, or public-sector agencies.
* Strong understanding of governance, policy-driven delivery, and
compliance-based environments.
* Proven ability to lead cross-functional teams across legal, IT,
policy, communications, and operations.
* Experience with large-scale system implementations or enterprise
platforms.
* Exceptional stakeholder management, facilitation, and executive
communication skills.
* Experience managing risk, dependencies, and delivery in politically
and publicly visible programs.
