Paul has advocated for people with disabilities for over 20 years, representing various organizations on Capitol Hill and with Executive Branch agencies. In addition, Paul played a key role in the Bob Ehrlich for Governor Campaign in Maryland and as member of Governor Ehrlich’s Health Transition Team. He was later appointed as Legislative Director of the Maryland Department of Aging where he served from 2004 until 2006. Paul has six years legislative experience on Capitol Hill (1987-1992). He earned his J.D. in 2001 from the University of Baltimore School of Law where he specialized in health and disability law. He has an M.A. in Political Science from the University of Kentucky (’86), and a B.A. in History from Southern Illinois University (’84).
